It doesn't seem to be an insurance company. Here are two definitions from web sites:

SOUTH AFRICA: "Bureau Veritas, established in 1828, is an inspection company dedicated to issues of safety and quality.   To the Forum:
      Please confirm that Bureau Veritas refers to insurance companies. Mysterious Island translators Kingston, White and Bair simply did not bother to translate it. Stump left it as Bureau Veritas and I incorrectly translated it as Weather Bureaus. What did 20K translators say?
