OT: Date notation?

Dear friends,

I hope you'll allow me to ask an off-topic question here.

On the website of the Dutch JV Society, I would like to write dates and
times in such a way that they will be generally understood. For dates,
that means at least spelling out the name of the month, and using four
digits for the year. But I'm not quite sure what the correct (British
English) usage is:

- Should the day be a cardinal or an ordinal, and should it come before or
after the month? I.e., is it 24 March, 24th March, March 24, or March
24th?

- Should there be a comma between the day+month and the year?

The English style guide of the European Union prefers "24 March 2005", but
this looks a bit odd to me. Is that how a date would be written in the UK?

For times, I prefer 24 hour notation over the AM/PM system. The question
is: should I use a full stop or a colon to separate hours and minutes? Is
it 10.30 or 10:30?

Sorry for being off-topic, but on this forum with Americans, British and
non-native English speakers, I hope I'll get a good idea of what to write.
