First, fys.ruu.nl is not a name of a computer but a name of a domain. You can
send mail to it (e.g., g.devries~at~fys.ruu.nl), but you cannot otherwise connect
to it (using telnet, ftp, www, etc.). You have to use an actual computer, in
this case www.fys.ruu.nl (also, the mail is really delivered thru a mail
exchanger, in this case the computer mail.fys.ruu.nl).
Then, public_html shouldn't appear in the URL. In a URL, the notation ~user/
refers already to the directory public_html in user's home directory!
