In a way, yes.

Working with all that dbase software you mention is way beyond my
possibilities. But if someone else has less problems with that, it might
be worth considering.

Plus categorizing individual pages.

But how do you make a simple website of your database once you've built it
in a dbase program?

And a lot of time probably. But that's a problem you'll meet whatever way
you choose.
