The best resource I have seen on this topic is Everett F.
Bleiler's SCIENCE FICTION: THE EARY YEARS (Kent State U.
Press, 1990). In this 900+ page book he not only lists
nearly 2,500 pre-1930 stories or books with a science
fiction or fantasy theme but he also describes their plots
at length and has an extensive subject index. For sub-
marines there are 77 entries. Many of these, I suspect,
are after the 1850 point in time you describe. I consider
this to be an essential resource if you can get a copy.
If not, I have one at home and can spend time with it, if
you desire, to look at the relavent listings and find the
early titles.
There may also be surveys of interest in THE ENCYCLOPEDIA
OF SCIENCE FICTION and THE ENCYCLOPEDIA OF FANTASY by
Clute and Nicholls.
