I waited to see if Brian Taves would reply to this, since my own info comes from him --
This is a silent French short UN PETIT "JULES VERNE", better translated as A LITTLE "JULES VERNE", and has nothing to do with Verne himself -- it's a Walter Mitty tale of a small boy constantly daydreaming incredible inventions (and thus being "a little 'Jules Verne'".)
