Another possible element in SERVADAC is that it is fairly openly an allegory
about Europe (the French Servadac and the Russian Count as a Dual Alliance
properly leading a literally childish Italy, servile Spain, etc., while Britain
is lampooned for its unilateralism.) In this schema the "Dutch" Hakabut
represents Germany, an association quite common in the time of the Dreyfus Affair.
