In one of his last letters to Hetzel, Verne writes on Storitz "Ragz is in fact Wieg-Varda" - I quote from memory; Olivier Dumas hat identified the name of the city which Vernes quotes not correctly and he will reveal it in the forthcoming fifth and last volume of the Verne-Hetzel correspondance (to be published in the beginning of 2006, I think).
Otherwise, it's quite clear that the name of RAGZ is an anagram of the austrian GRAZ and Cécile Compère has revealed in 1978 (Visions nouvelles sur Jules Verne, published by the Centre documentaire Jules Verne of Amiens) that the description of Ragz town is almost exactly the description of Amiens with his own house as the house of doctor Roderich.

So, in fact Ragz is a multiple combination of facts and fiction.
