I've done the first bit (and registered as everything possible), however this is creating a few problems:

Authors should submit scholarly articles and book reports in an electronic format, using common word processing document formats, such as OpenOffice.org Writer, Microsoft Word, Corel WordPerfect, or RTF. Documents should be prepared using the Modern Language Association (MLA) Style, and have no upper limit on their length. (I've looked at the website and cannot notice anything odd or different about it, can you explain what MLA style is)

The official languages of the journals are English and French. Every article must have an abstract in English and French. Articles in other languages will be accepted provided that they have a summary in English and French. Reviewers who work in these languages may be recruited. Articles will not be translated. (What happens if you can't write a word of French as I can't?)

Dear Friends,

December is here, and it is a good time for me to ask you to submit
articles for publishing in Volume 1 (2008) of Verniana. The easiest way
to do it is to go to Verniana's home page, at
http://JV.Gilead.org.il/studies/, to register as an author, and to start
the submission process. If you are interested but have difficulties with
the process, please write to me privately and let me know. After you
upload your submission, I'll make sure it will get the fairest
blind-review you can get (The reviewer is not blind, of course. He
will just receive your submission with your name deleted). You can
submit articles written with your favorite word processor. My preference
is OpenOffice, and if you use it, you can also use my "Verniana Author
Guideline" ODT file as a template. But, you can use other word
processors, and I'll convert your submission to ODT.
