The occasion of this photo (and some variants) was the inauguration of mural paintings made by Puvis in the Musée de Picardie, inaugurated in february 1888. At this time, Verne was not yet member of the Amiens council, but he was a member of the direction of the museum. Puvis de Chavannes and Verne had a mutual friend, the journalist Philippe Gille, who was also invited to the ceremony, but he doesn't appear on the pictures.
As for the pictures of Pitre-Chevalier and Nadar, the links are not very clear... but for Nadar, I think you mentions the serie of well-known photos which have been made in november/december of 1874, after the enormous success of "Around the World in Eighty Days" on stage. I don't remember the exact source, but it's quite evident and credible.
