If Norm is, as you claim, only talking about VCT, why does he say "and other
early verne novels"?

Norm is talking about Voyage au centre de la Terre, not Tour du Monde.
Also, his question is about Google Books, not Gallica. As Gallica is a
project of the BNF, it would be very strange if the French government
sued it :)
