I'm sure it's visible from any coastline where the sun sets over the water.

I have seen the green flash as well when the sun was setting off the coast
of Southern California at Rancho Palos Verdes.

Just for the curious, and no disrespect to Scotland or Jules Verne, but the
"Green Ray" or "Green Flash" also seems to occur on the Gulf Coast of
peninsular Florida.
There are YouTube videos about it as seen from St.Petersburg Beach and
Sanibel Island.
