Does anyone recognize the attached?

The attached is from an obscure 1895 newspaper, the first of a three-part serialization of a (supposedly) Verne story. It has been recently republished in an anthology as an authentic Verne story. Anyone recognize it or any detail? There were some faux-Verne that expanded from short stories or extrapolated from novels in US journals, so it may belong in this category -- if it is Vernian at all.
