I have subscriptions to both GenealogyBank and NewspaperArchive. Using the title of the story, "Two Alike and a Lady", I find two references. For some reason I am not able to download the PDF for the images. I'll try again at home.
The one linked earlier on GenealogyBank appears to be the entire story on most of a newspaper page. It is from the Dallas Morning News, 30 Sep 1893. It has no name associated with the story as an author.

The other reference I found to it was for a promotional ad for the Boston Herald, Saturday 15 Jun 1889, which promotes a story to run in the Sunday Herald, 16 Jun 1889:
TWO ALIKE AND A LADY
A NOVELETTE
BY FRANKLIN FILE, WITH A SUGGESTION FROM JULES VERNE
JUNE 16.

Based on this evidence, I don't think the story can be said to be written by Jules Verne. I don't know the nature of the "suggestion" without further research if it is mentioned in the newspaper at all.
